Victim Information and Notification Everyday, usually called VINE, receives custody data from participating agencies. West Virginia expanded the service to all ten state regional jails in 2019. That coverage includes Southern Regional Jail and the state correctional system. Raleigh County therefore has a real person-specific alert route even though no official county 24-hour or 72-hour release feed was located. VINELink can report a status change supplied by WVDCR, but it does not create the jail transaction or the court order behind the change.
Custody type still controls the search. A Raleigh County arrest that led to commitment at Southern Regional Jail belongs to the regional-jail track. A sentenced person at Beckley Correctional Center and Jail belongs to the WVDCR correctional track. Both can be covered by VINE. A person at FCI Beckley is in federal Bureau of Prisons custody and must be checked through the BOP locator instead. Short-term station holding may need direct confirmation from the Raleigh County Sheriff or the arresting police agency if the person never entered WVDCR custody.

A released label means the reporting agency has marked the person out of its custody. It does not explain the legal reason by itself. Bond, sentence expiration, parole, and transfer to another sovereign have different effects. The Raleigh County magistrate or circuit record supplies the order or disposition, while a WVDCR movement transaction can confirm the actual release time and distinguish community release from transfer.

Note: Keep the PIN private, but store it where the registered recipient can confirm an automated call without delay.
Raleigh Release Alerts and Written Notice
Raleigh County has an unusually useful notification layer because VINE covers the state-run regional jail as well as correctional facilities. Yet automated registration and formal written victim notice are not the same process. The WVDCR VINE program explains the hotline and registration route. It also says statutory written notice under West Virginia law must be sent separately to WVDCR and the West Virginia Parole Board. Sending a request to only one agency does not notify the other.

This official state layer matters because a VINELink account alert is convenient, while a formal notice request follows the separate agency process required for statutory notice.
A written request to WVDCR may result in VINE registration, but that does not remove the need to notify the Parole Board when Board notice is sought. Keep copies of both submissions and any confirmation. For a hearing or parole decision, contact the Board rather than treating a routine custody alert as its official decision file. This local distinction is especially important for people held at Southern Regional Jail who may later enter a parole process.
Raleigh County VINELink Delay Limits
VINELink depends on source-agency data. Its message can follow the event it reports. WVDCR also warns that transfer details can be held until arrival at the receiving facility. If an expected alert does not arrive, search the matched record again, check the WVDCR custody source, and call the facility with the person's name and ID. Southern Regional Jail can confirm only what law and policy permit, but staff may direct a caller to the records custodian when a transaction record is needed.
A current roster and VINELink serve different roles. The WVDCR regional-jail search supports a current-custody check; VINELink supports a named-person status check and alerts. Neither is the signed Raleigh County court order. A person who disappears from the current roster may have been released, transferred, corrected out of a search result, or moved into a new custody system. The durable proof is a court disposition paired with a WVDCR release or movement record.
Raleigh County Federal Release Checks
FCI Beckley and its satellite camp sit in Raleigh County, but VINELink is not the federal locator. Search the BOP Inmate Locator by register number when possible. BOP explains that a past release date with a location of "RELEASED" means the person is no longer in BOP custody. It does not show whether federal supervised release continues. The federal sentencing docket or the proper U.S. Probation office addresses that separate status.
Southern Regional Jail can also hold some federal detainees under a U.S. Marshals Service arrangement. Their physical location may appear through WVDCR, while the federal court controls release. A transfer to ICE, USMS, BOP, another state facility, or another regional jail is not a community release. Start with the agency that has custody, then move to the controlling court and receiving locator.
