Raleigh County Holding Release Paths

Raleigh County Sheriff's deputies and municipal police may briefly hold an arrestee before an appearance, release, or transfer. This is a custody stage, not a separate county jail with its own public roster. If the person leaves before commitment to Southern Regional Jail, the arresting agency and the relevant court are the best sources. If commitment occurs, WVDCR records the state regional-jail admission and later movement.

The first question is where the chain ended. A station-house release should have agency and court support. A transport record or custody-transfer signature shows that the person moved onward. A WVDCR booking at Southern shows entry into the regional system, not release. Search results must follow that chronology instead of treating every Raleigh arrest as a county-jail booking.

Municipal and sheriff records can describe different arrests. Confirm the agency named on the court case and do not route every Beckley event to the county sheriff. The creator of the report is the proper first records contact.

Confirm a Raleigh Holding Release

Start with the arresting department. Ask whether the person was released from short-term custody, taken to court, or transferred to Southern Regional Jail. Provide the full legal name, arrest date, and report or case number. A name alone is not enough for a firm match. Staff may limit disclosure, but the records unit can explain how to request the agency-created report and transfer material.

Then check the relevant docket. The state Magistrate Case Record Search can show Raleigh County case events such as bond, dismissal, plea, or disposition. A city case may instead belong in Beckley Municipal Court. Court authority does not prove the exact time a person left a holding room, so match the order to the agency record.

1. Identify the arresting agency and obtain the report or incident number.
2. Ask whether release occurred before commitment or whether transport went to Southern Regional Jail.
3. Match the court case and signed bond or release event to the same person.
4. If WVDCR accepted custody, switch to its regional-jail search, VINE, and movement record.

Raleigh Holding Records Contacts

There is no single published “Raleigh County holding facility” address or telephone number in the research because short-term custody belongs to the particular arresting agency. Route the request by creator. The Raleigh County Sheriff Records Division handles sheriff-created incident and arrest records. For a Beckley city arrest, the Police Records Division maintains city police and collision reports.

Those police records do not substitute for a state jail release transaction. Once WVDCR accepts the person at Southern, direct the custody-status and movement request to WVDCR. Ask for the admission time, arresting and transporting agency, custody-transfer record, release or transfer time, disposition code, release authority, and linked case number.

Under West Virginia Code §29B-1-3, a public-record request must describe the records with reasonable specificity. Ask for electronic copies and reasonably segregable portions. No universal local per-page fee or sheriff office hours were established in the research, so confirm terms before visiting or ordering copies.

Raleigh Holding Court Release Records

Magistrate Court handles many initial bond matters, misdemeanors, warrants, and preliminary felony stages. Circuit Court handles felony prosecutions and issues felony judgments and sentences. Beckley Municipal Court handles city matters within its jurisdiction. Identify the case type before contacting a clerk. The arresting agency's report number and court case number should remain linked throughout the search.

A docket can establish bond authority, dismissal, judgment, or another legal event. It may precede the physical release. Ask for the signed order, not just a short case-management label. Multiple cases, warrants, or holds can keep a person in custody after one docket permits release.

Bond

A court order placing the person into a jail custodian's control.

A court order directing that a person be taken into custody.

Transfer

A documented move to another custodian, not community release.

Raleigh Holding Versus Southern Release

Southern Regional Jail opened in 1994 and is operated by WVDCR, not the Raleigh County Sheriff. It serves seven counties. That state-regional structure is the key local distinction. A Raleigh law-enforcement hold can be brief and agency based. A Southern booking creates a new state custody record, even when a county deputy made the arrest.

After commitment, use the WVDCR regional-jail search to check current custody. If the person later disappears, search VINELink, inspect the controlling docket, and request WVDCR's movement transaction. Do not ask a city police records unit to certify the exact release time from Southern.

Raleigh County also contains Beckley Correctional Center and federal FCI Beckley. Those are not overflow labels for local holding. The Beckley state facility uses the correctional offender path. FCI uses the BOP locator. Sorting by operator prevents a local holding inquiry from drifting into the wrong system.

Raleigh Holding Federal Transfer Records

A federal issue can enter the chain after a local arrest, but it must be supported by a warrant, remand, detainer, or transfer record. Southern Regional Jail contractually houses some U.S. Marshals Service detainees. A person transferred there under federal authority can appear in WVDCR location data while a federal court and USMS control release.

That is different from FCI Beckley, which holds BOP prisoners. USMS does not provide the same kind of public historic locator that BOP offers. Use the federal criminal docket and responsible federal contacts for a pretrial detainee. Use the BOP Inmate Locator only after BOP custody or designation is established.

Note: A transfer closes one agency's custody stage while opening another, so the receiving record must be checked before reporting release.

Build a Raleigh Holding Record

A reliable chronology has four points. First is arrest and transport, documented by the sheriff or police agency. Second is the initial appearance or other legal authority, documented by the court. Third is admission and booking if WVDCR takes custody. Fourth is release or transfer, documented by the agency controlling custody at that time. A person may never reach the third stage.

WVDCR policy identifies useful intake fields: name, date of birth, OID, arresting and transporting agencies, county or jurisdiction, custody-transfer signatures, booking officer, receiving time, and the OIS booking packet. Ask for those items when the dispute is whether or when local custody became a Southern booking. They are more precise than a request for “all inmate records.”

When two sources conflict, preserve both dates and ask each creator to explain its record. The court may show when authority was signed. Police may show when transport began. WVDCR may show when custody was received or ended. Those events can all be accurate without occurring at the same time.

A short-term release record should therefore state its scope. An agency report can show that police custody ended, while the court docket can show bond or another legal basis. Neither proves that no later hold existed. If no WVDCR booking appears, confirm that the person was not transported under a different spelling or identifier. If a booking does appear, the local holding inquiry ends at transfer and the Southern Regional Jail inquiry begins. Requesting each segment from its creator produces a defensible chain without inventing a county release roster that Raleigh does not publish.
