Southern Regional Jail Release Paths
Southern Regional Jail is the main detention facility serving Raleigh County, yet it is not a county sheriff jail. The West Virginia Division of Corrections and Rehabilitation, or WVDCR, runs the regional facility. A pretrial detainee may leave after bond, personal recognizance, dismissal, or another court order. A sentenced person may complete a jail term, enter parole processing, or move to another WVDCR institution. A transfer changes the custodian. It does not prove a return to the community.
The recorded destination matters. A community release should be supported by the WVDCR movement or release transaction. A receiving institution points to continued custody. Another case, warrant, detainer, sentence, or agency hold can delay an exit even after one court authorizes release. The county court docket explains the legal basis, while WVDCR records the physical custody change. Those records may carry different times because staff must finish checks and processing after an order arrives.

Confirm a Southern Regional Release
Begin with the official WVDCR regional-jail search. Search the legal name and known variants, then save the exact spelling, OID or booking identifier, facility, charge, and court case number. An active result at Southern supports present custody at the latest update. No result is not enough. It could reflect release, transfer, a corrected entry, a spelling mismatch, or a delay in the public system.

- Check the WVDCR regional-jail search and note the search date and displayed status.
- Check VINELink for the same person, agency, location, status wording, and status date.
- Search the West Virginia Magistrate Case Record Search, or request the circuit docket when that court controls the case.
- Ask WVDCR for the nonexempt booking, movement, and release transaction tied to the booking and date range.
Match at least two identifiers. A full legal name plus date of birth, OID, or case number reduces the risk of combining two people. Preserve the agency's exact term. “Transferred” and “released” are not interchangeable.
Note: A roster entry can change quickly, so save the case and booking identifiers needed for a later records request.
Southern Regional Jail Release Records
The official Southern Regional Jail facility page identifies WVDCR as operator. A phone inquiry may establish whether staff can confirm current detention, a transfer, or a recorded release event. Give the OID and booking date when possible. If staff cannot disclose the answer, ask for the records custodian and the current submission method instead of relying on a name-only response.

For documentary proof, direct a narrow request to WVDCR. Ask for admission date and time, release or transfer date and time, the movement or disposition code and its definition, release authority, linked case number, destination category, and any nonexempt part of the movement history. Under West Virginia Code §29B-1-3, the request must describe the records with reasonable specificity. The agency must respond within the statutory period by producing records, setting inspection terms, giving a production estimate, or explaining a denial.
Actual reproduction costs may apply, but the research does not establish one universal WVDCR per-page fee. Ask for electronic delivery and segregable portions if some material is exempt. Do not ask the Raleigh County Sheriff to certify a state regional-jail transaction that WVDCR created.
Southern Regional Jail's Raleigh Role
Southern Regional Jail opened in 1994. It serves Fayette, Greenbrier, Mercer, Monroe, Raleigh, Summers, and Wyoming Counties. That seven-county role changes how a release search works. Physical confinement in Beaver does not establish which court ordered detention, set bond, imposed sentence, or entered dismissal. A person at Southern may have no Raleigh County case at all.
Start with the county or jurisdiction shown in the booking record. Then use that court's case number and signed order. Raleigh magistrate records are publicly searchable online, while a nonsealed circuit docket or document may require contact with the appropriate circuit clerk. The facility supplies the custody clue. The controlling court supplies legal authority. Keeping those roles distinct prevents a Southern Regional Jail release from being assigned to the wrong county.
A Raleigh-sentenced person can also be confined elsewhere in the state system. County of conviction and present facility answer different questions. Search by the WVDCR identifier when available, then compare the court named in the result. This protects against assuming that every person at the Beaver facility has a Raleigh case or that every Raleigh sentence remains at Southern.

Federal Releases at Southern Regional
WVDCR's FY2025 reporting says Southern Regional Jail contractually houses some detainees for the U.S. Marshals Service. A federal detainee can therefore appear in the state regional-jail system as a physical-location clue while a federal court and USMS control the legal detention path. That is different from a sentenced federal prisoner held by the Bureau of Prisons.
When the record or court case shows federal authority, obtain the federal criminal docket and identify whether the person remained with USMS, was designated to BOP, or was released under a federal order. The Marshals Service does not provide a public historic locator like BOP's. After BOP designation, search by register number. A transfer to federal custody is not a community release. Likewise, departure from the Southern roster may precede arrival in a receiving database. Record the last verified state location, the federal case number, and the receiving authority before describing what happened.
Note: Facility location can identify the jail building without identifying the sovereign or court that controls release.
Southern Regional Court Release Handoff
Bond releases show why two custodians must be checked. A magistrate or circuit docket may show bond, dismissal, an amended order, or another release authority. That entry answers why detention may end. Southern Regional Jail still must receive the order, review all identifiers and holds, and complete its movement entry before the person leaves custody.
If the docket says bond was posted, do not turn that event into an exact gate time. Search VINE and ask WVDCR for the later transaction. Another charge, capias, parole warrant, detainer, sentence, or identity issue may block physical release. Conversely, a VINE status change without the order does not explain whether the exit was bond, sentence completion, transfer, or another event.
The best evidence is a custodian-produced release transaction matched to the person and booking. A WVDCR or VINE event backed by a signed court order is also strong. A court order alone governs legal authority but may precede processing. A missing roster result is only a lead.
Southern Regional Custody Record Chain
WVDCR policy describes an offender legal file, also called a booking file, that can contain court or magistrate orders, criminal disposition reports, federal remands, parole-revocation orders, and presentence-time memoranda. Admission records may identify the person, OID, arresting and transporting agencies, county or jurisdiction, custody-transfer signatures, booking officer, receiving time, and the OIS booking packet. Those precise terms make a release request more useful.
Reconstruct the chain in four stages: arrest and transport, WVDCR admission and booking, legal authority, then release or transfer. Police or sheriff files cover the first stage. WVDCR covers the second and fourth. The magistrate, circuit, federal court, or Parole Board supplies the third. If two dates conflict, ask each creating agency to explain or correct its own record. Do not select the date that merely seems most convenient.
VINE adds timely notice, but it does not replace the court order or movement file. WVDCR notes that some transfer details may wait until arrival at the next facility. That gap should be reported as an unresolved transfer interval, not as proof of release.
