Find Raleigh County Released Inmates

Raleigh County released inmates may leave a live jail roster before a durable release record is easy to find. A search for Raleigh County released inmates starts by identifying whether the person left regional jail, state correctional custody, a federal prison, or short-term police holding. Each path uses a different record source. Raleigh County released inmates can be verified through custody transactions, court orders, state corrections records, or release notices. Those sources also distinguish community release from transfer, parole, and full discharge. A careful Raleigh County released inmate search matches the person, case, facility, and status before treating an online absence as proof of release.

Understanding Raleigh County Releases

“Released” describes a custody event, but it does not always mean that a person walked into the community with no limits. Southern Regional Jail and Correctional Facility is run by the West Virginia Division of Corrections and Rehabilitation, or WVDCR. It holds people from Raleigh and six other counties. When a Raleigh County detainee leaves that facility, the movement may be a bond release, court-ordered release, sentence completion, parole, or a transfer. A transfer changes the custodian. It is not a community release. The WVDCR movement transaction and the controlling court order give the clearest account of what occurred.

Different agencies keep different parts of a Raleigh County release record. WVDCR owns the jail or correctional movement. The magistrate or circuit clerk keeps the bond, dismissal, judgment, sentence, and discharge orders. The West Virginia Parole Board keeps its decision file, while WVDCR Parole Services handles supervision. VINE republishes reported custody changes for notification. A sheriff or police agency may keep the first arrest report, yet it is not the custodian of Southern Regional Jail’s state booking system. This split explains why one online screen rarely answers every release question.

Raleigh County Release Types

The label attached to the Raleigh County custody change controls what to check next. Bond ends pretrial detention under set terms, but the criminal case remains open. Time served connects release to completion of a custodial term after allowed jail credit. Parole ends confinement conditionally and begins supervision. Mandatory supervision is also a supervised release status for qualifying cases. Dismissal or acquittal resolves a charge, though another case, warrant, detainer, or sentence can still block physical release.

Release or movementMeaning and next recordWhere to verify
Bond or recognizancePretrial custody ends under a court order; the case may continue.Court order plus WVDCR movement
Time served or expirationThe custodial term is recorded as complete after the official time calculation.Judgment, jail credit, and release transaction
Parole or mandatory supervisionConfinement ends, but state supervision continues.Parole Board, WVDCR record, and Parole Services
Dismissal or acquittalA case ends, subject to any other valid hold.Signed court order and facility status
TransferCustody moves to another jail, prison, USMS, or ICE.Movement history and receiving agency

A death in custody also ends the custody record, but it must never be described as release to the community. Likewise, physical placement in a work-release or community-corrections setting can remain WVDCR custody. The exact movement code matters. Ask the custodian to define any code rather than fitting it to a familiar label.

Note: A Raleigh County roster absence proves only that the person is not displayed there, not why custody changed.

Raleigh County Release Record Fields

A person-specific request should seek the booking, movement, and release transaction for a narrow date range. That record ties the exit to the same Raleigh County booking through identifiers, facility, and case information. It can also separate a release from a transfer. Public fields vary, and some destination, safety, medical, victim, or investigative details may be withheld. Requesting the nonexempt part and the definition of each movement code produces a more useful result than asking broadly for “all inmate records.”

FieldWhat it shows
Name and identifierConnects the event to the correct person and WVDCR or booking number.
Commitment dateShows when the documented custody period began.
Releasing institutionNames Southern Regional Jail or another facility that processed the event.
Release date and timeRecords when the facility completed the release or movement transaction.
Movement or dispositionDistinguishes community release, parole, transfer, or another status.
Authority and case linkConnects the event to the order, charge, or case that authorized it.
Destination categoryMay show community, another WVDCR site, or another custodian when public.

The court docket supplies the legal “why” that may outlast a live jail result. A bond order can appear before staff finish physical processing. One person can also have more than one case or hold. For that reason, pair the signed order with WVDCR’s actual transaction. This two-record match is stronger than a date copied from a current search screen.

Requesting Raleigh County Release Records

For Southern Regional Jail custody, direct the request to WVDCR because the state agency runs the facility and its booking system. West Virginia Code §29B-1-3 requires reasonable specificity. The agency must respond as soon as practicable and within five days, excluding weekends and legal holidays, by producing the records, setting an inspection time, or giving a written denial with reasons. That is a response deadline, not a promise that a large production will be complete. Actual reproduction costs may apply, but the section does not allow a man-hour search or retrieval charge.

  1. Identify the person with a full name and date of birth, OID, WVDCR number, or case number.
  2. Give a narrow custody date range and name Southern Regional Jail or the correct WVDCR facility.
  3. Ask for admission, movement, release date and time, disposition code and definition, authority, linked case, and nonexempt booking image.
  4. Request an electronic copy and all reasonably segregable portions if part of the file is withheld.
  5. Ask that any denial cite the exact exemption, then match the response to the court order.

WVDCR Policy Directive 108.01 identifies the Commissioner as the Division’s FOIA custodian. The public contact is WVDCR, 1409 Greenbrier Street, Charleston, WV 25311, at 304-558-2036. Confirm the current submission method on the WVDCR contact page before sending sensitive identity data. A Raleigh Sheriff record request is appropriate for an arrest report or a photo created by that office, not the state jail’s movement transaction.

Raleigh County Release Record Laws

West Virginia Code §29B-1-3 sets the request procedure, while §29B-1-4 lists exemptions that can protect personal, investigative, security, and confidential information. Public access is not the same as a claim that every jail field must be disclosed. A custodian can redact or withhold exempt content and should explain the legal basis. Juvenile, sealed, and expunged matters do not belong in a public released-inmate directory.

Expungement is a court process that limits public access to eligible criminal records. West Virginia Code §61-11-26 contains exclusions and waiting rules based on the outcome and number or type of convictions. The West Virginia Judiciary forms provide the official filing path. An expungement does not make a past custody event unreal, but it changes what may lawfully remain public. Old screenshots and private copies should not be used to defeat a valid order.

Important: No official fixed retention window was found for released Raleigh County detainees in the current WVDCR interface. Save the case number and request the durable source record.

Raleigh Bond Release Handoff

Raleigh County bond releases cross two custodians. A magistrate or circuit judge supplies the legal authority, while Southern Regional Jail staff process the physical exit. The public Magistrate Case Record Search can show case events tied to bond or disposition. Circuit documents may require a request to the Circuit Clerk. Neither record should be stretched beyond its role. A posted bond is strong evidence that one condition for release was met, but another case, capias, parole warrant, or detainer can still prevent departure.

After locating the order, check VINE and the WVDCR record for the custody change. If timing remains unclear, request the movement transaction or call Southern Regional Jail with the person’s OID and booking date. Staff may be unable to disclose all details, but the records custodian can explain the request route. This handoff is why an order time and actual gate time can differ. Describe the person as released on bond only when the custody record supports that result.

Note: A court order explains authority, while the WVDCR transaction records when Raleigh County custody actually changed.

Search Raleigh County Released Inmates

Start with the custody system, not just the county name. A local arrest commonly enters Southern Regional Jail’s state-run regional system. A sentenced state prisoner belongs in the WVDCR correctional search. A person at FCI Beckley belongs in the BOP locator. Possible immigration custody uses ICE only when there is a sound reason to check it. This classification keeps a missing result in one database from being mistaken for total release.

  1. Search the official WVDCR regional-jail interface with the legal name and spelling variants.
  2. Record the search time, institution, OID, charge, and court case from any match.
  3. If the person is absent, check VINELink for the exact agency status and status date.
  4. Search the Raleigh magistrate docket, then ask the Circuit Clerk for nonsealed felony orders when needed.
  5. Use the WVDCR correctional search, BOP, or ICE when the custody type points away from regional jail.
  6. Request the movement transaction to distinguish release, transfer, and search mismatch.

Match at least two identifiers, such as full name and date of birth, OID, federal register number, or case number. Name-only matches create errors. Preserve exact labels and dates rather than rewriting “paroled,” “released,” “in transit,” or “not found” as if they were equal. The strongest proof is a custodian-produced release transaction matched to the booking and supported by the signed order.

Important: A released person normally leaves the live roster. Absence alone cannot distinguish community release, transfer, data lag, or a spelling mismatch.

Raleigh Recent Release Feed Limits

No official Raleigh County or Southern Regional Jail rolling 24-hour or 72-hour released-person list was located. The WVDCR Daily Incarcerations and Admissions material must not be relabeled as releases. Those sources show current or admissions-oriented activity. Comparing two roster snapshots also cannot create a reliable release list. A missing name might reflect transfer, correction, search behavior, or a data mismatch.

For a same-day question, check the official regional-jail search, then VINE, the relevant court docket, and Southern Regional Jail. Over a wider period, add a narrow WVDCR request for the movement transaction. The state says its interface is updated regularly but gives no fixed minute cadence and no fixed post-release display period. Do not promise that a Raleigh County released inmate will stay visible for a set number of hours.

Can Daily Incarcerations show who left jail? No. It is not a release archive, and a person’s absence cannot be converted into a verified exit event without the source transaction.

Raleigh Court Release Records

Raleigh County is in the Fourteenth Judicial Circuit. Magistrate Court handles many misdemeanors, early felony stages, warrants, and initial bond matters. Circuit Court handles felony prosecutions and issues felony judgments and sentences. The online magistrate search can expose public case events and a reason-closed label, but that label should be checked against the signed order. Circuit access often runs through the Raleigh County Circuit Clerk at the Judicial Center.

The distinction matters because Southern Regional Jail serves Fayette, Greenbrier, Mercer, Monroe, Raleigh, Summers, and Wyoming Counties. A person held in Beaver may have a controlling case in another county. Facility location does not identify the sentencing court. Ask for the case number and county of prosecution. For Raleigh matters, request the docket sheet and the exact nonsealed bond, dismissal, judgment, amended sentence, probation, revocation, or discharge order. The Raleigh County Judiciary page identifies the local clerks and court divisions.

The official court page helps route a request, while the signed order and WVDCR transaction answer different parts of the release question. The public Magistrate Case Record Search supplies the name and case lookup interface for magistrate matters.

Raleigh County Post-Release Supervision

Parole and probation are not the same. The West Virginia Parole Board decides parole and handles revocation proceedings. WVDCR Parole Services supervises parole and mandatory-supervision cases. Raleigh County Adult Probation is part of the Judiciary and supervises probation ordered by a court. A bond release may carry pretrial terms, but it does not make the person a parolee or probationer.

No official public statewide name search for ordinary parole or probation clients was located. Verify parole through an express WVDCR status, the Board decision, or Parole Services. Verify probation through the sentencing order and Raleigh County Probation when disclosure is allowed.

Parole
Conditional release from confinement under WVDCR supervision after a Board decision.
Probation
Court-ordered supervision that may be imposed instead of or after jail.
Discharge
The recorded end of a sentence or supervision obligation.
Absconder
A supervision term for deliberate avoidance or unknown whereabouts, not a label inferred from a missed result.

Raleigh Day Report After Release

The Raleigh County Day Report Center works with Adult Probation and treatment courts, including local Veterans and Family Treatment Court programs. It can be a practical local resource when a court or supervising officer directs a released person there. The center is not the custodian of a parole decision, probation order, or WVDCR custody transaction.

Program participation should never be inferred from a release record or a person’s absence from jail. Confirm any required attendance through the controlling order and responsible officer. For release status, use WVDCR, the court, or the Parole Board record that created the fact.

Raleigh County Release Notifications

West Virginia VINE covers all ten regional jails and state correctional facilities, including Southern Regional Jail. On VINELink, select West Virginia, search one person by name or ID, compare the identity fields, and open the result. Record the agency, facility, custody wording, and status date. A released label means the reporting agency marked the person out of its custody. It does not replace the court disposition or WVDCR movement record.

Notification choices can include phone, text, email, web account, or app options shown in the live interface. Phone registration may require a PIN to confirm repeated automated calls. Messages depend on source-agency updates, and some transfer details wait until arrival at the next facility. Automated VINE registration is also separate from written victim notice sent to WVDCR and the Parole Board under West Virginia law.

The official WVDCR VINE page gives the state hotline and written-notice route.

The state instructions show why a VINELink alert and a formal written notice request remain distinct channels.

Raleigh Release Registry Limits

The West Virginia State Police Sex Offender Registry is a specialized post-release source only for people who are legally required to register. It can display identity, a photograph, addresses, and registration information allowed by state law. It is not a general Raleigh County released-inmate list. A missing registry result says nothing about a person who has no registration duty, and a listed result does not establish current jail custody.

The official registry disclaimer explains its limited scope and data-correction route.

Raleigh County released offender registry scope and correction source

The state registry is useful only for its defined registration purpose. WVDCR, VINE, and the court remain the correct sources for general Raleigh County release status.

Federal Releases in Raleigh County

Raleigh County contains two different federal custody clues. FCI Beckley is a Bureau of Prisons institution, so the BOP Inmate Locator is authoritative for its current and historic BOP status. A past release date with location “RELEASED” means the person is no longer in BOP custody. It does not show whether federal supervised release continues. The federal sentencing docket or the proper U.S. Probation office supplies that later status.

Southern Regional Jail can also house some U.S. Marshals Service detainees under contract. Their physical location may appear through WVDCR even though a federal court controls release. USMS does not provide the same kind of public historic release locator as BOP. A transfer from WVDCR to USMS, BOP, or ICE is not return to the community. ICE’s locator should be used only when immigration custody is a supported possibility, and a failed ICE search does not prove release.

The BOP record explanation defines its released label and date.

The federal definition answers only the BOP-custody question, so state, immigration, and supervision checks remain separate.

Raleigh Custody Status Compared

Each source answers a narrow Raleigh County status question. Use the live regional-jail search for current WVDCR jail custody, the correctional result for state-sentenced status, VINE for a participating agency’s reported change, the court for legal authority, and BOP for federal custody. A durable release transaction is needed when the exact movement and processing time matter.

Still in custody

An active Southern Regional Jail match supports current regional-jail custody at the last update. A correctional institution or BOP location points to its own system.

Released or supervised

A WVDCR release, parole, or discharge label must be read as written. VINE can report a change, while Parole Services or the court confirms supervision.

Transfer or unknown

A missing name, “in transit,” or another facility is not a community release. Follow the receiving custodian and request the movement record.

What if two sources disagree? Preserve each label and update time. Ask the agency that created each record to correct or explain it, and do not silently choose the date that best fits an assumption.

Note: Court authority can precede processing, while a custody screen can lag the signed Raleigh County release order.

Raleigh County Facility Search Tracks

Raleigh County has an unusual concentration of custody layers. Southern Regional Jail opened in 1994 and is a state-run regional facility, not a county sheriff jail. Beckley Correctional Center and Jail follows the WVDCR correctional or community-custody track. FCI Beckley is federal. Local law-enforcement holding is short-term and may end before commitment to Southern. Each facility therefore needs its own release evidence.

These tracks also keep facility address and sentencing county separate. Southern serves seven counties, while a Raleigh-sentenced prisoner can be housed elsewhere. Use the case number, booking identifier, and creating agency to keep the custody chain intact.
